No. It is fully domestic, developed from Bengals and domestic shorthairs. The stripes are bred for looks only.

What health checks should the parents have?

Ask for heart screening for HCM on the parents, since heart murmurs have been reported in the breed, and a full vet exam of the kitten.

Is a Toyger like a Bengal?

In looks, somewhat. In temperament, much calmer. Toygers are playful but relaxed, and suit homes that find Bengals too intense.
