From Oakland Animal Services

Penelope is a sweet, easygoing girl who's still coming into her own after coming in as a stray. She's a little skittish and building her confidence, so she'll do best with a patient adopter who gives her time and space. She's low-energy and gentle, and while she's still learning her litter habits, we think she'll do great with good litter care—keeping hay fresh, using a larger litter box, and maintaining a steady supply of hay as usual. She's a bit sensitive and gets spooked by loud noises, sudden movements, and dogs, so a calm, quiet home is a must — we wouldn't recommend her for a household with loud young children. On the bright side, she's proven herself great with cats, having done well with feline foster siblings. Penelope just needs the right person to help her feel safe and loved ❤️
