From Marshmallow Foundation

Meet Franklin, a loveable beefcake kitty who lights up the moment anyone approaches his kennel. This big boy thrives on affection and loves nothing more than being held. Franklin is FIV-positive but otherwise healthy and gets along well with other cats. He’s ready for a forever home filled with cuddles. Visitors to the shelter are by appointment only and after a form has been submitted online: https://www.marshmallowfoundation.org/forms/

In the rescue's own words, as they published it.

How adopting Franklin works

Marshmallow Foundation decides every adoption: its application, its fee, its home check and its timing. Everybarn only shows this animal on the rescue's behalf, takes no payment and passes no messages.
